it is a rainy day. >> rainy and windy. we are under a flood watch. let's go straight to brian. >> we do have some rain pushing through. you can say all of the msture that is pushing through. maybe an embedded thunderstorms. temperature-wise, we see numbers that are near 60 degrees. it is quite warmer this morning. cooler air will build them for later today. a flood watch until 1:00 p.m. high wind advisor until 10:00 a.m. fauquier county down through central virginia, we have warnings. heavy rain, windy, and warm. temperatures will fall. the rain will taper off. we could see some sunshine worked its way into the mix. let's say could morning to lisa

days in the rubble. the united nations is stepping up distribution of water and supplies. officials are looking for better shelter appeared r. a plane went down after it took off from beirut. it was during a thunderstorm. about 90 people were on board. rescue crews have recovered four bodies so far. they believed the crash was weather related. officials are trying to determine if new audio messages were recorded by osama bin laden. >> he threatens new attacks against the u.s. the speaker takes credit for the failed attempt to block a plane.

it includes phrasing that includes messages on similar attacks. we have a flood watch and a wind advisory. some neighbors are waking up in darkness. philip stewart joins us now with storm watch coverage. could morning. what are you seeing out of there? >> the rain is not coming down too hard, not here in rockville. you mentioned the wind and the rain. it is that combination that leads to the power outages. the ground gets soaked. there are about 13,000 people without power this morning. most of them are in northern virginia. there are outages in the district and prince george's county. as far as the drive, it was not too bad. the roadways are wet.

some of the side stripeets had water. allow yourself some extra time this morning. there will try to restore power. right now, those numbers have gone up. we will keep a close eye on up. it is not only cold out here but it feels almost warm. that is one bright spot in an otherwise rainy morning. philip stewart, abc 7 news. >> thank you. d.c. council chairman vincent gray plans to speak out about some comments made by michelle rhee. she said recently that some of the 266 teachers who were laid off had sex with children or hit them. great wants her to explain those comments. he -- gray wants her to explain

flood warnings up. where do we begin? here is the doppler radar. no snow mode needed today with those warm temperatures. 63 in leesburg. you see the heavyands of rain. the moisture is pushing peace. we have a flood watch for the entire area. flooding could occur until 1:00 p.m. this is through fauquier and points west. we have a wind advisory until 10:00 a.m. there will be clearing this afternoon. it will be better. until then, quite wet. >> the inner loop between 50 and 66, deep water has formed. the right lane is officially closed on the inner loop just before 66. 66 east, after is a crash before

the exit for marshall. the left lane is closed. south on 95, a crash in dumfries has been moved out of the roadway. in potomac, at the -- is close because power lines are down. montgomery county authorities will direct you. there is a tree down on the clara barton parkway. park police are on their way with a chain saw. >> thank you. construction work will close eighth lane on rock creek park white beginning today. it will shut down for about 500 feet at waterside drive and it will be for the next two or three months. 5:11, we have 58 degrees.

power. >> 18 bodies have been pulled from the wreckage of a plane crash. the ethiopian airliner went down soon after takeoff. 90 people were on board. officials believe the crash was weather-related. >> the state department is accused of mismanaging a contract. the state department assigned heavy security costing $4.5 million to a group of contractors who already have their own bodyguards. the time now is 5:15. a flash flood watch is in effect for the entire metro region. kathy park has this story from huntington. >> with forecasters predicting heavy rainfall, residents began bracing for the worse, even before the first drop.

we already have problems. >> we have had a lot of problems with trees down and power outages. be careful if you're heading out. if you're not sure if the traffic signal is working or not. power lines could be down. have a huge problem in virginia between 50 and 66 with water that has collected. we will take you to a live picture as far as traffic flow through the rain in virginia. now we move over to the weather center. >> we will keep an eye on the latest of what isappening and give you the most up to date information. we do have some warnings and delays for you. the rain could be lighter in nature in some places. as the morning progresses, we

will look for the rain to pushed on through. we do have some mild air in place. that is one of the saving graces. you can see on the greater the heavier bands down to the south into parts of the northern neck and the heavier band coming through jefferson county down towards frederick and clark county. they are moving to the east. look at those numbers. they are toasty. the storms have been wreaking havoc and filing working its way to the eastern seaboard. it will continue moving through the day. we will see some improvement. we have wind advisories. it will be windy. this is through 10:00. we have coastal flooding advisories because of the push of wind. some flood warnings through

advisor at the river because of the high tide. we are also under a wind advisory. clearing and cooler weather settling in through the later half of the day. we will have the seven-day forecast coming up in 10 minutes. >> crashes on 95 south in dumfries. a wreck on eastbound 66. there is a tree down before the exit for fair oaks. the right lane is blocked. inner loop between arlington boulevard and 66. there is water. 95 north in virginia, there is a stalled car in woodbridge. a problem on 395 south in crystal city. you will be ae to get through. several traffic signals are in the dark, particularly hard hit is a portion of montgomery county. be careful because of power

18,000, just in northern virginia alone. these outages spread to montgomery county over to anne arundel county. a lot of issues. we're talking about homes and also traffic signals, things of that sort. this morning, if you wake up on time, you might want to allow yourself extra time. you will be dealing with the road spray. it is windy and wet. so take precautions as you head out this morning. windy and wet, as brian said, on this monday morning. >> philip stewart, thank you. the same storm system has caused a lot of problems in north carolina. a number of accidents. three drivers ended up stranded in high water and needed to be

rescued. the death toll is rising following the massive earthquake in haiti. the government has buried more than 150,000 victims. about 600,000 homeless people are huddled in port-au-prince. the government is urging them to look for shelter elsewhere. family members of those who are missing are still hoping for any information. >> they are still missing. we're not sure where she is. but we're preparing ourselves for the worst. >> canada is hosting a meeting of international leaders to focus on rebuilding haiti. hillary clinton is expected to attend. search and rescue crews have now found 23 bodies were a jetliner crash.

the plane went down during stormy weather shortly after takeoff. 90 people were on board, including the wife of the french ambassador to lebanon. marion barry is expected to announce he is retiring. he is a member of the conservative blue dog coalition and is serving his seventh term. he is the 12th democrat to not run for reelection. rick crawford is the old republican in the race for that seat. president obama is two days away from his first state of the union address. the white house is hoping to prevent more democratic losses in november. his former campaign manager is being brought back to manage all house, senate, and gubernatorial elections. three men are in custody.

darius ray was killed saturday morning. there was a fight in a house party. he was 20 years old. police arrested three suspects. they will be charged with first- degree murder. more funerals will be held this week for last week's shooting rampage in appomattox. there was a funeral yesterday in lynchburg. eight people were killed in all. police have charged christopher speight with first-degree murder. the fairfax county school system is trying to cut money fr its budget, but some parents are fighting back. there was a rally over the weekend in mclean. parents signed petitions urging bob mcdonnell not to reduce school funding. holding the highest office does not exempt you from being

there will be a ventral clearing later in the day. we have flood advisories. the whole area in a flood wch in fauquier, rappahannock and soul monocoque 15. the wind will be fairly gusty. a lot of concern about the up. wind, 15 miles an hour. a mild wind as this whole area of moisture continues across the area. it will be moving out through the mid day. it will move up to philadelphia and new york. we will see cooler air try to move and. i do think weill see us sunshine building in. we will see improvement. it will be breezy. that will help to try things out of all the moisture. the middle part of the week looks nice. windy and warm.
